They are hesitant about implementing faction balancing due to concerns about player retention.

Alright, so we’ve been looking at getting Wrath Classic realms condensed down ahead of Cataclysm launch, SoD style mega realms. But, while doing that we realized we have an opportunity that we’re honestly too afraid to take. Thoughts?

In the Twitter thread, Ellis has confirmed that World of Warcraft realm consolidation for Wrath in all regions will be coming soon, players can expect adjustments facilitating transfers from low-population servers to more active ones.
