We learn this from the latest 8.2.5 PTR build in which we see the World Safe Locations. They state the following locations:

Most likely, there will be a special area in which boosted characters get to learn their new abilities in Boralus and Dazar’Alor, and maybe learn about the capital cities as well.
Bringing a character boost like this to the game could be very hard for new players, since they are being dropped in the deep end, having to figure out the game from max level, instead of learning along the way. Still, this is not a 100% confirmation, but it is likely it will come to the game, and earn some money for Blizzard.
